Sysop Bot Commands

I'll create an in-game help file for these, but FYI these are available:

!retrain
- Gives a retrain to the requesting player
- will be disabled at least temporarily after reset on 2/23

!home (monster name)
- Will provide time of death information for a monster
- Works for edited as well as stock monsters
- Example:
[HP=55/KAI=3]:/dork !home mad wizard
--- Telepath Sent to Dork ---
Dork telepaths: 17-FEB-16 12:00:32 (RG: 1)
- For now, reports time of death and regen, in central time. In the future, this may be upgraded to do the math and state time remaining until regen.
