poison and monster regen

Was just wondering does poisoning a monster stop it from getting it's hp tick? If not does it help to poison a mob other then the hp tick.

I've found that poisoning and other damage/tick spells are effective. especially as a lower level, i did it with my druid to make sure If i had a bad round I was still able to take out a boss.
