There has to be something still missing here, I tried to do these edits and my toons still only retain 10% despite editing all 3 values to 80% (hex 50).

Curious what does your License Administrator look like? BTW the key that is floating around on this site only works properly if you start with PSQL V8 and then upgrade to V9 as it is a V8 key.

Without hex editing, yes you are limited to 99.

I assume changing this would be quite the task, unless you repurposed unused slots in the character sheets... but even then you are limited.
