Are we stuck with the 99 spell limit in the player's spellbook, or is there a dll edit that can change it? Is there any way to forget spells, besides editing the user?

Without hex editing, yes you are limited to 99.
I assume changing this would be quite the task, unless you repurposed unused slots in the character sheets... but even then you are limited.

The way I deal with this is give items that give temp spells, that way they don't have them in their permanent spell book and can have more depending on the item equip'd

So your saying item's spells get put into the player's spell book? Also the purge command removes any spell from the spell book. Ex. purge spell. Fair warning though this works on kai too and once you purge a KAI power you'll never be able to get it back.

If you have an item with "givetempsp" ability it will add the spell listed to the players spell book while the item is worn.

Was there any items that used this ability ever in Majormud?

I don't think so, I can't think of any.
