Whats the trick to editing Newhaven to allow anyone to enter (If not using sys commands)? Just can't seem to get it working regardless of what I have tried.

Go to room 1/2146, and under the EXITS tab, you can specify any level restrictions on the DOWN exit in that room. If you want to allow everyone to enter, then set the DOWN exit type to normal, and set null values in paragraph 1 and 2 cells.

There is more to it then that. Cause you can't come go south from the cavebear to the arena.

Yeah already tried that one. Set it for lvl 1 - 250 and still won't work.

Does the mob rgen still equate to an arena, or is there a delay?

set delay to 0 and is same as what arena does
