Could anyone point me in the right direction on setting up a bbs on the cloud.

I'm assuming you mean you want someone else to host an instance of Windows that you can access via Windows Remote Desktop and install/run a BBS from? I may be able to provide those services relatively cheap if you're interested...in a professional data center thats fully redundant.
