Had this happen to me too, and I think it was because my gang leader had 0 gold in Rhuadar bank. Plenty in Silvermere but due to some kind of bug that didn't seem to matter. Once it put some money in all of its bank accounts then the deed tax money was withdrawn from the Silvermere account correctly...
